dc.description.abstractEste artículo se aproxima a los proyectos conjuntos de Ecopetrol y PDVSA a tres maneras: (a) Compara los regímenes petroleros de Venezuela y Colombia; (b) Analiza el significado de la seguridad energética para EE.UU, China, Venezuela y Colombia; (c) Busca analogías en la experiencia relativa a gasoductos/oleoductos eurasiáticos. Si esta experiencia fuera buen guía, EE.UU desaprobaría un oleoducto desde la Franja del Orinoco hasta la Costa Pacífica colombiana para exportar a China, y su oposición retardaría el proyecto, pero no necesariamente impediría su realización.spa
dc.description.abstractenglishThis paper approaches the joint projects between Ecopetrol and PDVSA in three ways: (a) It compares the oil regimes of Venezuela and Colombia. (b) It analyses the meaning of energy security for the US, China, Venezuela and Colombia. (c) It looks for analogies in the experience concerning Eurasian pipelines. If this experience is any guide, the U.S would oppose an oil pipeline from the Orinoco Belt to the Colombian Pacific Coast for exports to China, and its opposition would delay the project, but not necessarily prevent it from implementation.eng
