dc.description.abstractAdemás del obstáculo que se tiene por parte de la evasión de impuestos, también se tiene la falta de credibilidad en el gobierno. Esta es una particularidad presente en el colombiano promedio y tiende a llevar a la falta de cooperación con los planes gubernamentales que se vayan a hacer. Muchas veces esta falta de credibilidad está fundamentada en el manejo de los presupuestos públicos, siendo este muchas veces derrochado de maneras ilícitas por los alcaldes o gobernadores, generando malestar y obstaculizando el progreso de la región (Bernal, 2015.). Cabe resaltar que esta desconfianza no se ve expresada sólo al gobierno, sino también a sus instituciones, como lo son la policía, el ejército y además los medios de comunicación (El nuevo siglo, 2014). Es precisamente el tema del presupuesto un punto fundamental en el desarrollo de estos proyectos de equidad, y de credibilidad ante el gobierno. Ya sea que los ingresos vengan de contratos o de tributo, el presupuesto que maneja una administración regional (municipal, departamental o nacional) es público, y debe ser administrado de acuerdo al plan nacional de desarrollo propuesto por el mandatario electo. El problema surge entonces, como se dijo anteriormente, en el momento en que estos dineros empiezan a ser invertidos o desperdiciados de manera ilícita, en contra de los intereses de la población. En ese caso se habla de corrupción, la cual saca ventaja de la posición de algunos en la clase política para lucrarse u obtener beneficios más allá de los debidos.spa
dc.description.abstractenglishIn addition to the obstacle of tax evasion, there is also a lack of credibility in the government. This is a peculiarity present in the average Colombian and tends to lead to a lack of cooperation with the government plans that are going to be made. Many times this lack of credibility is based on the management of public budgets, which is often wasted in illicit ways by mayors or governors, generating unease and hindering the progress of the region (Bernal, 2015). It should be noted that this mistrust is not expressed only in the government, but also in its institutions, such as the police, the army and also the media (El Nuevo Siglo, 2014). The budget issue is precisely a fundamental point in the development of these equity projects, and of credibility with the government. Whether the income comes from contracts or tributes, the budget managed by a regional administration (municipal, departmental or national) is public, and must be administered according to the national development plan proposed by the elected president. The problem then arises, as stated above, at the moment when these monies begin to be invested or wasted in an illicit way, against the interests of the population. In this case we speak of corruption, which takes advantage of the position of some in the political class to profit or obtain benefits beyond those due.eng
