The article analyzes Hannah Arendt's criticism of human rights declarations to examine why modern citizenship constitutes a barrier to the “rights of man” and discusses the cosmopolitan citizenship proposed by Seyla Benhabib as a means of overcoming this aporia. To this end, it addresses the perplexities of human rights developed by Arendt, since human rights are conceived within the framework of national citizenship, excluding those who cannot claim this membership, or have been deprived of it. It then discusses her concept of “human dignity,” whose epistemic and methodological configuration will make it possible to mediate with the notion of cosmopolitan citizenship of Benhabib, whose strategy bridges the gap opened by Arendt in the dimensions contained in the “right to have rights.”eng
