dc.description.abstractPara determinar los instrumentos de la sociedad y de los estados contra la desinformación de los medios de comunicación y redes sociales, se realizó una investigación exploratoria cualitativa de 150 documentos, seguida de un estudio bibliográfico e investigación cuantitativa de 1913 documentos que resultó en 1713 propuestas de países democráticos. Se observa una sobrerrepresentación de las investigaciones y propuestas de regulaciones a redes sociales con riesgo de censura, mientras el problema estructural y mucho más antiguo de los medios de comunicación pasa a un segundo plano. Se concluye que las regulaciones para equilibrar la relación estado – privados, para evitar la captura de los medios por poderes económicos o políticos y dar un uso social responsable a los medios son comunes, legítimas y democráticas, existiendo numerosas herramientas para los estados y sociedad.spa
dc.description.abstractenglishTo determine the instruments of society and states against disinformation from the media and social networks, a qualitative exploratory research of 150 documents was conducted, followed by a bibliographic study and quantitative research of 1913 documents that resulted in 1713 proposals for democratic countries. An overrepresentation of investigations and proposals for regulations on social networks with risk of censorship is observed, while the structural and much older problem of the media is relegated into the background. It is concluded that regulations aimed at balancing the state-private relationship, to avoid the capture of the media by economic or politic powers and to give responsible social use of media are common, legitimate and democratic, with numerous tools available for states and society.spa
