dc.description.abstractSi bien es cierto que el país no se ha puesto de acuerdo en las líneas generales de lo que debe ser la reforma constitucional que se quiere, sí se ha establecido hasta el momento una especie de consenso en torno a 2 temas fundamentales: la reforma del Congreso y la reforma de la justicia. Nos interesa tocar el tema del congreso y para tal efecto nos Es situar en la siguiente perspectiva: analizaremos primero qué clase as congreso hemos tenido, para aprovechar la oportunidad de rasífrear : tanto en nuestra historia sobre las características de ese Congreso mando como base las diferentes constituciones para luego entrara SR FE zar cuáles el modelo que quiere el gobierno del Presidente Gaviria 35 acuerdo con los proyectos ya elaborados, y, en últimas, trazar las líneas generales del Congreso que nosotros queremos.spa
dc.description.abstractenglishAlthough it is true that the country has not agreed on the general lines of what the desired constitutional reform should be, a kind of consensus has been established so far on two fundamental issues: the reform of the Congress and justice reform. We are interested in touching on the subject of the congress and for this purpose we are placed in the following perspective: we will first analyze what kind of congress we have had, to take advantage of the opportunity to analyze: both in our history on the characteristics of that Congress, I command as a basis the different constitutions so that later the SR FE will establish which model the government of President Gaviria wants 35 according to the projects already elaborated, and, ultimately, draw the general lines of the Congress that we want.spa
