dc.description.abstract“La vida política colombiana requiere hoy un norte ideológico y una acción coherente, que intente redimirla del engolosinamiento burocrático como único señuelo de atracción, razón valedera de la frustración general que se advierte en forma muy preocupante. Estamos pendientes hoy de los lineamientos que haya de tener la anunciada "reforma política", en el entendido claro de que si el funcionamiento del Estado adolece ahora de graves incoherencias y motivos para la inconformidad, solamente la dicha reforma podrá desatar el nudo de la parálisis y redimir el desprestigio de varias reparticiones del servicio administrativo lo mismo que de instituciones básicas como el Congreso Nacional y otros cuerpos representativos, tales las Asambleas y los Concejos.spa
